The City of Umatilla has a Council/City Manager form of government. City Council members and the Mayor are elected at large. The City Council meets at 7:00 p.m. on the first and third Tuesday of each month in the Umatilla Council Chambers at One South Central Avenue.
The City Manager oversees the following departments: Police, Public Works, Protective Inspections, Finance, Library, and the Volunteer Fire Department.
The Planning & Zoning Board reviews cases and makes recommendations
to the City Council.
A Special Master handles Code Enforcement cases brought forth
by the Code Enforcement Officer.
 Peter E. Tarby – Council President, City Council Seat #1

Peter E. Tarby is a real estate broker who has resided in Umatilla for over 25 years. He previously served as Vice Chair of the Umatilla Planning & Zoning Board. His current term runs through the end of 2012.
Mr. Tarby is a member of the Umatilla Chamber of Commerce and is a member of to the Loyal Order of the Moose.
Mr. Tarby said he was prompted to seek office because, “I have a vision of what our town can be.” The issues Mr. Tarby wishes to focus upon are better communications with the citizens of Umatilla and a revitalization of the downtown area.
” I want to see Umatilla become the pearl in the oyster of Lake County.”

Holly Curley – Council Vice President, City Council Seat #2

Holly Curley has been a resident of Umatilla for more than ten years. Mrs. Curley is the broker/owner of Holly Curley Choice Realty and is also a registered nurse.
Council member Curley belongs to the Umatilla Chamber of Commerce, the National Association of Realtors, and the Florida Association of Realtors. She is a Past President of The Greater Lake County Association of Realtors and the Past Vice President of Membership for the Lake County Chapter, Women’s Council of Realtors. Mrs. Curley served as the 2008/2009 President of the Umatilla High School Band Boosters.
Mrs. Curley was prompted to seek office through a desire to work toward smart growth in Umatilla and to encourage downtown redevelopment. Her current term runs through the end of 2012.
Council member Curley stated, “I am pleased to have been elected by the citizens of Umatilla to serve as City Council member for Seat 2. I will work hard to represent the needs and desires of our citizens while striving towards a bright future for our community!”

Eric A. Olson – City Council Seat #3

Eric A. Olson is a Registered Representative for Prudential Financial and has been a resident of Umatilla for five years. Mr. Olson was sworn into office on January 5, 2010, and his term of office runs through the end of 2012.
Mr. Olson is a member of the Umatilla Chamber of Commerce, the CRA Board, and the National Association of Life Underwriters.
Mr. Olson sought office from a desire to see some changes made in the city and to be a voice for the citizens of Umatilla.
“I would like to see controlled growth in the city and more involvement with the citizens of Umatilla pertaining to issues they would like to see done and also the revitalization of the downtown area.”

Cadwell Sr. – City Council Seat #4

Ralph Cadwell Sr. has lived in Umatilla for over sixty years and has served on the Council since 2001. His current term runs through the end of 2010.
A member of Masonic Lodge #65 and the Farm Bureau,
Mr. Cadwell’s areas of chief concern are upgrading
the downtown area, moderate growth and extension of
water and sewer services.
“My desire to follow in the footsteps of my
brother, Gwinn Cadwell, as well as the urging of my

Adams – City Council Seat #5

David Adams has been a life-long resident of Umatilla. A member of the Umatilla Volunteer Fire Department and Masonic Lodge #65, Mr. Adams has served on the council since 1989. His current term runs through the end of 2010.
Mr. Adams’ priorities are the youth of the community, water and waste water, the airport, downtown redevelopment, roads and streets and sidewalks.

Benita Dixon – Mayor

Benita Dixon is employed as a Membership Marketing Manager for Citrus Council Girl Scouts. Mrs. Dixon is a U.S. Army veteran who has resided in Umatilla for over thirteen years.
Ms. Dixon is active in Umatilla Kiwanis, where she serves as a board member, and with Missions Without Borders.
Mrs. Dixon has set projects for her term to include: developing safe pedestrian cross walks for State Road 19, raising community awareness, conducting emergency volunteer screenings, and developing service learning projects for community youth. Her current term runs through the end of 2012.

Glenn A. Irby – City Manager

Glenn Irby, formerly the Senior Director of Staff Services for the Lake County Sheriff’s Office, is a native Floridian and has been a resident of Lake County since 1969.
Glenn has a Bachelor’s Degree in Business Administration with an emphasis in Accounting from the University of Central Florida, and a Master of Public Administration from Troy State University (Florida Region), Alabama.
Glenn has worked the majority of his adult life in Municipal and County government, serving as Finance Director, Interim City Administrator and Assistant City Administrator for the City of Tavares, and as City Manager for the City of Mascotte.
Glenn and his wife, Angela, are residents of Umatilla along with toddler Katie and son Cody who is a student at Umatilla High School.
Glenn believes that growing a City can be good for its citizens, if the growth is controlled and development is required to pay its own way. His concerns are for the betterment of Umatilla in a well-rounded way.
Glenn has a liberal open door policy and welcomes citizen input on any concern or idea constructive to the general well-being of Umatilla. Please let him hear from you.

Upcoming Election Schedule
In November 2007, Umatilla voters approved a referendum changing the City Charter regarding length of term for City Council members and the Office of Mayor. The elected offices are transitioning to four (4) year terms. This allows city elections to be held in tandem with county, state, and federal elections and saves city taxpayers the expense of holding stand-alone city elections.
On November 2, 2010, City Council Seats #4 and #5 will be on the ballot for a four (4) year term of office and will complete the transition. The candidate elected to each position will serve from January 2011 through the end of December 2014.
On November 1, 2012, City Council Seats #1, #2, #3, and the position of Mayor will be on the ballot for four (4) year terms of office. The candidate elected to each position will serve from January 2013 through the end of December 2016.
Information on the qualifying periods for the above referenced elections will be posted to the News section of the city website a minimum of sixty (60) days prior to the beginning of the qualifying period.
