Aaron Mercer was appointed as city manager during the City Council meeting on January 21, 2025 and officially began his role on February 1, 2025.

The City Manager's Office serves as the central hub for Umatilla’s operations, where the City Manager plays a key role in turning the City Council's policies and ideas into action. Responsible for overseeing all city departments, the City Manager ensures that city laws, the City Charter, and City Council decisions are executed efficiently. The Manager also prepares and presents the annual budget to the City Council, reports on city operations, and manages the city’s utilities, public works, and improvements. Additional duties include negotiating and signing contracts, enforcing laws and ordinances, and performing tasks as specified in the City Charter. In essence, the City Manager ensures the smooth functioning of the city in a fiscally responsible manner.
